And by this time, I suppose most of Rome would have heard what happened down south around Vesuvius.

Yes. It was big news. Huge, weather-altering, the-gods-are-angry-with-us scary news. Also big news was how much the emperor did to help the victims. I think people in Rome were fairly impressed by their "father's" concern for their wellbeing.
