Baldy has a hard time processing the idea that a woman carrying a child around isn't necessarily that child's mother.

True. But then bureaucrats don't like things that deviate from the norm. They tend to mess their records.

Plus, he might be puzzled by an affluent lady carrying someone else's child. There are servants for carrying one's own, much less someone else's!

I think that in this case he must accommodate the volcano. People tend to take what is important to them during emergencies.

Like Iusta taking all her portable fortune with her and Spendusa her child.
